Key Contracts
ANSF Literacy
OTTS is performing on the Afghan National Security Forces (ANSF) Literacy Training Program under contract to the US Army, Kabul Regional Contracting Center. OTTS provides the management services and over 700 Afghan master instructors, teachers, and administrative personnel.

This program is a follow on to the ANA Literacy program, and expands the contract scope to include both Afghan National Army and Afghan National Police literacy training requirements. OTTS has hired a skilled and empowered management organization comprised of educators and Army veterans.

The immediate goal of the contract is to raise Afghan soldiers and policemen to a third grade literacy level. Longer term, the goals are to raise select Non-Commissioned Officers to a sixth grade level, and officers and senior NCO’s to a tenth or twelfth grade level.

Since the initial contract award in the Fall of 2008, OTTS has accomplished the following:

Recruited, hired, equipped, and relocated a program management team consisting of highly qualified retired and former military officers, educators, and education administrators.





Processed the team through the Army’s CONUS Replacement Center (CRC) prior to deployment.




Developed excellent relationships with Key personnel at CSTC-A.



Staffed the program with more than 700 highly qualified local national personnel.



Designed and implemented several curricula and a literacy program of instruction with associated instructor guides and test instruments.




Designed a comprehensive evaluation protocol that includes both formative and summative tests.




Conducted over 1100 simultaneous classes for over 50,000 soldiers and policemen.


OTTS assists and mentors members of the ANA staff including G3’s in scheduling techniques to ensure that all ANSF personnel receive the required literacy instruction. Our mentors are helping the ANSF set-up training cycles so personnel can better plan their time between Army duties, attending class, and personal leave.
